Sir,
Foreign Office, July 31, 1913. I AM directed by Secretary Sir E. Grey to acknowledge the receipt of your letter of the 23rd instant respecting the reported breach of the opium agreement at Foochow, and suggesting that if the facts are as alleged strong representations should be made to the Chinese Government.
Sir E Grey fears that there would be little advantage in making representations to the Chinese Government at the present moment, especially as the province in which Foochow is situated is now in revolt.
He therefore proposes merely to send a copy of your letter and of this reply to His Majesty's Chargé d'Affaires at Peking for his information.
